Boomer's team were responsible for setting up a line of gigantic explosion near the Nuclear power plant. Oliver was mutated by Boomer with a mysterious serum and renamed the beast. Boomer took control of the Ironworks and had Harold and Hubert (Arry and Bert) kidnap Oliver and Toad. After losing everything, Boomer snapped and started an underground organization on Sodor. Bertram also acquired Diesel 10 and sold him to the Ironworks.

He immediately severed ties with Boomer and called the authorities. After he made his final engine, Diesel 10, Bertram found out about the experiments. He started to do horrific experiments with engines. Boomer became obsessed with making the perfect diesel. After a while, Bertram told Boomer to send a better diesel or ties would be cut. They would either have behavioral or maintenance issues. However, Bertram noticed the problems with the diesels he was sent. When they did, Boomer followed through on his promise. Boomer promised Bertram to supply him with diesel engines, if they both got their dream jobs. When he and the Bertram Topham Hatt were young, they were good friends. Rheneas is based on the Talyllyn Railway's Dolgoch, a Fletcher Jennings Class Bb 0-4-0WT.Peter Theodore Boomer is the one that caused engines to mutate, and the main antagonist of Sodor Fallout. Rheneas is painted in the Skarloey Railway's standard red livery with blue and yellow lining, with his name on the sides of his boiler in yellow. He is a level-headed engine who is keen to keep his friends smiling. He is a tough, committed worker despite his age and takes great responsibility in his work. Rheneas is highly determined, brave, and courageous. Rheneas and Skarloey arrived from Wales to work on the railway in 1884, and, for the next year, they helped extend the line to the hills outside Boxford, the location of the ballast mines.
